1) The Council has decided to establish 5 Working Groups as follows:
- Energy strategies and technologies
- Monitoring, data collection and pollution control
- Protection of the biodiversity
- Resource accounting, environmental economics and pricing policies
- Scientific research, technological development and training
2) The Terms of Reference for the Working Groups have been accepted in draft. Over the next two to three weeks, the international members of the Council have be en invited to review these Terms of Reference and submit their comments to the Secretariat. The recommendations will be collated by the Secretariat, with the support of the Vancouver Office, and submitted to the Bureau for approval.
3) The Council has also accepted by acclamation, the nomination of the 5 Chinese Co-Chairs of these Working Groups. They are:
a) Professor Yang Jike
b) Professor Jin Jianming
c) Professor Sun Honglie
d) Professor Li Yining
e) Professor Wang Song
4) With respect to international Co-Chairs of the Working Groups, the members of the Council are invited to submit nominations over the next week or two to the Secretariat. These nominations will be reviewed by an informal panel of Council Members and a short list of potential Co-Chairs will be prepared and submitted to the Bureau for approval.
5) The Secretariat will be tasked by the Bureau to contact the names that have been approved and to determine if individuals are available and prepared to Co-Chair a Working Group.
6) The Co-Chairs, both Chinese and international, will be asked to examine the revised Terms of Reference and to prepare a detailed Work Plan and operating Budget. All three documents (Terms of Reference, Work Plan and Budget) will be submitted to the Bureau for final approval.
7) Once approved by the Bureau, the Co-Chairs will be asked to recommend the members of the Working Group. Nominations for the Working Group will also be invited from the Members of the Council.
8) Once finally approved by the Bureau, the Working Groups will be asked to begin their activities. Interim reports of each Working Group will be requested for the 1993 meeting of the Council.
9) In the event that Council Members wish to recommend that additional Working Groups be established, they will be asked to prepare the Terms of Reference for review by the Bureau.
