Proposal for A Resolution for the CCICED Regarding Setting up A Work Group "Transport"

  1. The CCICED accepts the proposal on setting up a work group TRANSPORT in addition to the seven existing work groups.
  2. The CCICED notes that the overall financing (full sponsorship) of the work group "Transport" will e assumed by the Federal Republic of Germany (Federal Ministry for Economic Cooperation and Development (BMZ) / Desellschaft fur Technische Zusammenarbeit (GTZ) GmbH).
  (An initial promotion period of three to four years is planned, subject to final budget approval of the gross overall amount of DM one million by the BMZ/Bonn.)
  3. The CCICED approves the terms of reference of the workgroup "Transport", comp rising elaboration of studies and proposals which are suitable for adapting the transport system (railways, goods and passenger transport by road, urban public transport, marine transport and air transport) to environmental considerations and environmental laws in line with international standards (cf. TOR in the Annex).

  Annex to the Proposal for a Resolution:
  Preliminary Terms of Reference of the Work Group "Transport"
  1. The work group "Transport" will be set up -- like the already existing work groups -- by resolution of the Council (CCICED) and its activities will be directed by a council member.
  2. The work group "Transport" consists of approximately equal numbers of Chinese and international technical experts and will be headed by a Chinese and a German member.
  3. The number of the members will be specified in accordance with practical requirements. Spheres of competence and areas of responsibility will be in line with the working methods of the work groups already existing.
  4. The main scope of tasks of the work group "Transport" is broken down as follows in the initial phase (it may be modified in the course of work):
  4.1 General Aspects
  Intensity f transport in the national economy and possibilities for reduction (strategies for avoidance, environmental pollution, land use, economic steering instruments, etc.)
  4.2 Rail Transport
  Main focus: environmental problems due to drive energy:
  coal, diesel, electricity.
  4.3 Non-urban Road Transport
  Focal area of work: emissions caused by truck transport, emissions caused by bus and car transport, road maintenance, traffic safety.
  4.4 Urban Transport
  Main focus:
  (A) Air pollution control by reducing emissions by diverting transport (e.g. mass means of transport instead of individual cars)
  (B) Reduction of the emission values of taxis and private cars (e.g. by engineering and fuel quality).
  4.5 Marine Transport
  Main focus: Water pollution control by shipping in rivers and coastal waters (especially as regards diesel pollution).
  4.6 Air Transport
  Main focus: International noise and fuel standards for national and international air traffic.
  General remark: The breakdown and focal areas of the work of the sub-groups can be modified in line with needs by the Council.
  5. Organisation and Financing
  As regards organisational aspects the work group "Transport" shall report to the Secretariat (i.e. during the China Council Phase Two: Head Office Beijing and Canadian Office Vancouver), and as regards financial aspect to the Deutsche Gesellschaft fur Technical Zusammenarbeit (GTZ) GmbH.
  6. Use of the Results of the Work Group
  The work group "Transport" shall forward its research results (including interim reports) to the following for further use and implementation:
  (1) the Council CCICED
  (2) the editors of the Quarterly Newsletter
  (3) the GTZ
  (4) the local decision-makers responsible for the implementation of environmental measures.
  7. Monitoring and Evaluation
  The monitoring and evaluation of the work performed shall be carried out at annual intervals jointly by the Council CCICED and the GTZ.
