About Us

Established in 1992 with the approval of the Chinese Government, China Council for International Cooperation on Environment and Development (CCICED) is a high level non-for-profit international advisory body composed of high level Chinese and international figures and well-known experts in the field of environment and development. The main tasks of CCICED are exchanging and disseminating international successful experience in the field of environment and development; studying key environment and development issues of China; providing forward-looking, strategic and early warning policy recommendations to State leaders and decision makers of all levels in China, facilitating the implementation of sustainable development strategy and the development of resource-saving and environment-friendly society in China. The objectives of CCICED include the followings:

1) CCICED will conduct researches on issues of great significance concerning China and global environment and development aimed at the promotion of China’s sustainable development and ecological civilization building with the development of a beautiful country and harmonious world as the vision, and will provide forward-looking and strategic and practical policy recommendations to the Chinese Government.

2) CCICED will provide policy analysis and recommendations, technical support, best practice experience and early warning in support of the national five-year plan and the goal of building a well-off (Xiaokang) society and in support of the implementation of social-economic development and sustainable development strategies of the Chinese Government, the accelerated development of a resource-conserving and environmentally friendly society and the achievement of scientific development of the environment, economy and society in a comprehensive, coordinated and balanced manner.

3) CCICED will share research findings with the international community focusing on the interaction between China’s environment and development and those of world.

4) CCICED will also facilitate the Chinese Government to consider CCICED’s recommendations, including the adoption of policy recommendations into policy, legislation, regulations, and operational directives, and monitor and report on the progress of the implementation of relevant policy recommendations.

 

Basic Situation of CCICED

1. History 

CCICED has successfully worked for four phases over the past 20 years since its foundation in 1992. Currently it is its fifth phase (2012-2016). Each phase is composed of 40-50 Chinese and International Council Members. So far, more than 200 Council Members from both domestic and abroad have served for CCICED. The Chairperson of CCICED is the leader of the State Council. The Ministry of Environment Protection is responsible for the operation of CCICED.

2. Mechanism 

CCICED establishes task forces and special policy studies to study key issues in the field of environment and development of China and puts forward policy recommendations. CCICED holds Annual General Meeting (AGM) every year to listen to the findings of policy studies. At the AGM, Council Members voice their comments and suggestions and finalize the policy recommendations to the Chinese Government. The State leaders of China attend the AGM, meet with the Council Members and listen to the policy recommendations of CCICED. The policy recommendations are then submitted to relevant departments of the State Council and local governments as a reference for policy making. CCICED widely disseminates its achievements by means of activities like Roundtable Meeting and establishment of partnerships.

3. Achievements 

Over the past 20 years, CCICED has established nearly 100 task forces, special policy studies or working groups covering broad issues concerning environment and development including energy strategy, pollution control, biodiversity, environment and economy, environment and trade, clean production, investment and financing mechanism for environmental protection, circular economy, agriculture and rural areas, integrated river basin management, sustainable urbanization strategy, environment governance capacity, environment and natural resource pricing, eco compensation mechanism, energy in rural development, environment and adaptation to climate change, environment economic policy for higher energy efficiency, strategic transformation of environment and development, roadmap for mid- and long-term emission reduction, sustainable consumption, improvement of energy efficiency in building and transport, marine environment management system as well as environment and development strategy for western China. It has organized over 1000 experts and scholars to carry out comprehensive and in-depth study on key environment and development issues of China; developed more than 140 policy study reports, and put forward nearly 200 pieces of policy recommendations to the Chinese Government and many specific policy recommendations to relevant departments and institutions.

4. Unique Role 

CCICED invites high-level figures, experts and scholars from international communities to put forward policy recommendations to the Chinese Government on key issues in the field of environment and development, many of which have been adopted by the Chinese Government. In this regard, CCICED played an active role and made unique contributions to the economic development and environmental protection of China. CCICED provides a platform for open and frank dialogue among high-level figures from both China and international communities, which improves the understanding of China from the rest of the world, and facilitate the dissemination of China’s environment and development work internationally. CCICED opens a door and brings global experience on sustainable development into China. CCICED builds a bridge that facilitates the communications between China and the international community in the field of environment and development.

5. Outlook 

Adhering to its goal, CCICED Phase V (2012-2016) will continuously introduce and absorb good experience and policies of other countries in the world on sustainable development serving for the historic transformation of environmental protection in China and realizing scientific development. In the future, CCICED will pay more attention to the key environment and development issues China is facing with in the process of developing a resource-saving and environment-friendly society and achieving Xiaokang society by 2020. More attention will also be paid to the mutual influence between China and the world in the field of environment and development and how China address global environment challenges such as climate change and conservation of ecosystems to continuously play an active role in creating a clean, safe and sustainable future and the harmony between man and the nature.

6. Partners 

Since its foundation, the international communities have provided sustained support to the activities of CCICED. Foreign governments such as Canada, Norway, Sweden, Germany, Britain, Switzerland, Japan, the Netherlands, Italy, Australia, France, Denmark and EU, and international organizations, NGOs and transnational corporations including UNEP, UNDP, UNIDO, the World Bank, Asian Development Bank, WWF, Environmental Defense Fund, The Rockefeller Foundation, Rockefeller Brothers Fund, Ford Foundation, the Energy Foundation, Shell Company, and the University of Hongkong have provided financial support to CCICED in various ways. Relevant departments of the Chinese Government including the Ministry of Foreign Affairs, NDRC, the Ministry of Finance, the Ministry of Commerce and other domestic partners have paid high attention to CCICED and provided very important support.
