Li Ganjie (Vice Minister of MEP): The next stage is an important opportunity for economic and social development of China, but also a period when the contradiction between resources and environment will present clearly. With clear understanding about this, the Chinese Government has put environmental protection and sustainable development at more important strategic position. It has made significant adjustment on environmental protection policy and determined to promote historic transformations of environmental protection at full stretch. China will be at important strategic transition period of environment and development in the next 15-20 years. If China succeeds in the achievement of such transition and meeting the goal of harmonious development among society, economy and the environment, the whole world will benefit. The Chinese Government attaches great importance to global environmental problems include climate change. Appropriately handling energy, environment and climate change problems is both the internal requirement for China's self development and its contribution to mitigation of global environmental problems. To this end, we are willing to actively introduce international experience, vigorously promote the idea of low carbon economy, make every effort to raise efficiency of energy and resources and enable China's industry and technology adapt to global industrial competition and restructuring triggered by future climate change. Vice Minister Li called on Chinese environments to pay attention to technical innovations relevant to "addressing and adaptation to climate change", introduce new technologies and provide technical support to addressing climate change. Meanwhile, China should develop relevant policies and measures to facilitate sustainable development by continuous innovations in the idea, mode and mechanism of development. Hu Angang(Director of Center for China's Study, Chinese Academy of Sciences and Tsinghua University): China should make green contribution to mankind. Green contribution means the provision to the world public goods. We should not only have our own stance and interests, but also adhere to the interests of mankind. We should not only have current development in mind, but also keep our eyes on future development. Therefore, we should actively provide global public goods and take part in the governance of global energy security, environment and climate change. Lars-Erik Liljelund (DG of Swedish EPA): Adaptation to climate change is preparing for the future. Climate change requires common participation of all stakeholders. It shall not be regarded as the responsibility of local governments. All members of society, e.g. enterprises shall make their due contributions. In this context, various sectors and industries shall gather together to take inter-department and inter-industry approach to address climate change. Ding Yihui (Academician of CAE): Air pollution affects climate change, and climate change influences air quality and enlarges the impacts of air quality on human health, agricultural production and ecology. Therefore, we must address the two matters as one. In doing so, we can solve air pollution on the one hand and address climate change on the other. The two are interacting. Gao Guangsheng (DG of Climate Change Office of NDRC): How to achieve low carbon development?Low carbon development means the reduction of greenhouse gases. There are many ways to reduce the emission of greenhouse gases. One of them is the change of energy mix and reducing the application of energy with high emission of CO2. In addition, we can raise the efficiency of existing energy sources. To achieve low carbon economic development, we must have global cooperation and each national government must have the common sincerity.
