　　Mr. Zhou is an alternate member of the 16th Central Committee of the CPC and member of the 17th Central Committee of the CPC.

　　In 1968, Mr. Zhou started working and in 1972, he joined the Communist Party of China. He has served successively as Deputy County Magistrate of Tongxin County, Secretary of Tongxin County Party Committee, Secretary of Xiji County Party Committee, Member of Guyuan Prefectural Party Committee, Deputy Secretary General and Secretary General of the Government of Ningxia Hui Autonomous Region. In 1993, he served as the Vice Chairman of the Government of Ningxia Hui Autonomous Region. In 1998, he was a member of the Standing Committee of Party Committee and Executive Vice Chairman of the Government of Ningxia Hui Autonomous Region. In 1999, he was appointed as Vice Minister and Deputy Secretary of the Party Group of the State Forestry Bureau. In 2000, he became Minister and Secretary of the Party Group of the State Forestry Bureau. In 2005, he was appointed as Minister of SEPA.
